al-Hakam ibn Abi al-As was the paternal uncle of Uthman ibn Affan. When the young Uthman accepted Islam, his uncle Hakam bound him in ropes and demanded he renounce the faith. Uthman refused; al-Hakam, finding him unbending, eventually released him. 1 Hayatus Sahaba · Vol 1 · pp. 297 — Kandhlawi — al-Hakam ibn Abi al-As binds Uthman in ropes for his Islam, then releases him.
