The Thaqif Delegation
Uthman ibn Abi al-As was the youngest of the Thaqif delegation that came to the Prophet ﷺ in 9 AH. They asked for four concessions; the Prophet ﷺ granted three but refused the request that they be excused from prayer — saying “there is no good in a religion without ruku.” Uthman then asked: “O Messenger of Allah, teach me the Qur’an and make me the imam of my people.” 1 Hayatus Sahaba · Vol 1 · pp. 205 — Kandhlawi — Uthman ibn Abi al-As in the Thaqif delegation; he asks the Prophet to teach him the Qur'an and make him the imam of his people.
Governor of Ta’if
The Prophet ﷺ appointed him to lead the prayers and people of Ta’if. Abu Bakr confirmed him as governor of Ta’if in his caliphate. 2 History of Islam · Vol 1 · pp. 317 — Najeebabadi — Uthman ibn Abi al-As governor of Ta'if in Abu Bakr's caliphate. He later moved to Basra, where he died.
